I'm using Photoshop CS2.
I like to I like to use the selection tools in a zoomed view. When I use the any of selection tools, and try to move it accross the image thats off the window, instead of scrolling accross at a sensible speed it zips across the page like some kind of demented rocket launcher and very annoying. I tried slowwing my mouse speed all the way down to the minnimum, and it still does the same thing. How do i slow it down?

Selection tool speedAs Zeno said, nothing you can do, really. It has been this way forever. Your best bet is to work in smaller segments and then use the Shift and Alt keys to add and subtract ot existing selections...

Welcome to the forum.
Yes, this happens a lot, and not just with PS and Selection Tools. You should see WordPerfect, when I drag to Select - it's a blur and I can't seem to stop it, until it's Selected everything in the document - dang, these fast computers.
Now, let's see if a change in your workflow might help. When you get near the edge of your view, do not pass the margin to inititate scrolling. Instead, hold down the Spacebar to get ''the Hand.'' Manually scroll to the next area you wish to work on, and release Spacebar to get back to your Selection Tool. It works fine for me.
