Do you want to save this file

I have two Virtual Machines (VMs) both running Windows 7, on one I enter the URL to a SWF file and IE8 displays it full screen (desired behaviour).

On the other VM, I enter the URL to a SWF file and IE8 displays a Download File prompt that states: Do you want to save this file. I want to display this file but I can't figure out what is configured/installed wrong on the second VM.
